Backstory: Eli was seized by animal control as part of a cruelty case. His head was tied to a tree so tightly he could not move. Eli was initially so frightened at animal control that he could not be touched or handled.

Foster Comments: Eli came to me from animal control after being so frightened the staff was unable to do his full intake. Eli was given a chance to decompress and approach humans on his own time. Eli is now affectionate and enjoys attention. He also enjoys treats, and while he is very shy around strangers, he will accept a treat from them. Eli is bravest when he has a friendly, confident dog to show him the ropes.
